It tries to explain how Monroe's audio technique could work, borrowing from physics and consciousness research, walks through the Focus levels the tapes teach, and closes by suggesting the Army keep experimenting.
Evidence. It is one officer's synthesis, not a controlled study, and it is historical context for Monroe's program, not proof that the claims work. The public scan was missing page 25 for years; this is the corrected full copy.
