What it is

In 1983 a US Army officer, Lt. Col. Wayne McDonnell, wrote an internal assessment of the Monroe Institute's Gateway Experience for Army intelligence. It is an Army memo, later released by the CIA. The full 30 pages are below.

What it does

It tries to explain how Monroe's audio technique could work, borrowing from physics and consciousness research, walks through the Focus levels the tapes teach, and closes by suggesting the Army keep experimenting.

What it is not

Evidence. It is one officer's synthesis, not a controlled study, and it is historical context for Monroe's program, not proof that the claims work. The public scan was missing page 25 for years; this is the corrected full copy.
